Sync status for puppet repository shows success without any errors but the output shows "Failed to download XXXX modules"

Description of problem:
Puppet repositories sync status shows completed without any errors but the output shows "Failed to download XXX modules".
Steps to Reproduce:
1. GUI >> Content >> Product
2. Try to sync puppet forge repo.
3. Sync will be failed by showing below error(more details check screenshot of this sync status puppet_sync_fails_fails_OK.PNG),

Total module count: XXXX.
Failed to download XXXX Modules.
=====
Actual results:
=====
Total module count: XXXX.
Failed to download XXXX Modules.

Expected results:
- It should sync all the modules if result marked as success.

Katello 4.0 has dropped pulp 2 and puppet content, so this issue is no longer relevant.
