Description

On the 'repository sets' pages, add a choice to show just content sets based on subscriptions or all for all available.

fixes #19249 - toggle content host repo sets

A content host's 'Repository Sets' page now has options to 'Show All'
and 'Limit to Environment'. These may be used to gether.

Show All: Show all the available repository sets, even if not
available with attached subscriptions
Limit to Environment: Show only the repository sets that are
present in the host's lifecycle environment content view
