RFE: Ability to set different download policy on smart proxies than Katello server

Description

I would like to be able to set the download policy for my primary Katello server to "immediate" but have the smart proxies use an "on demand" policy (where the Katello server is the upstream for the smart proxies).

The reasoning for this is to add resiliency in the form of package availability without incurring significant disk space penalties. This helps in cases of Internet connectivity/upstream mirrors outages and also better handles policies of products such as CentOS and EPEL where packages are removed from upstream as new ones are released. We frequently run into an issue where packages in a CV version are no longer available upstream and weren't downloaded (due to on demand) when patch day arrives.
