Description

On versions of Ruby < 2.2.2 , rails-observers fails to install according to the current Gemfile.

Gem::InstallError: rails-observers requires Ruby version >= 2.2.2.
An error occurred while installing rails-observers (0.1.4), and Bundler cannot
continue.
Make sure that `gem install rails-observers -v '0.1.4'` succeeds before
bundling.

This breaks test_develop_pr_upgrade , as it can't bundle install and therefore run the upgrade tests.
