[rfe] Make the resources in /pub available through https in addition to http

Description

I would like to see the /pub directory be served over https in additon to http so that when I'm bootstrapping machines, the following url works:

yum install https://capsule.example.com/pub/katello-ca-consumer-latest.noarch.rpm

Mostly, because I'm paranoid and really don't like installing unsigned/verifiable packages straight off the wire.

What version of Katello are you running and not seeing this behavior on? 3.4? earlier?

I'm running Katello 3.4 and the Proxies are currently on 3.2. If this is already implemented in >3.2, I may not have noticed since my proxies aren't fully up-to-speed.
