foreman_openscap needs to precompile apidoc

Description
foreman_openscap does not precompile apidoc. Browsing apidoc leads to 404 when clicking on resource from foreman_openscap.

It looks like it doesn't call foreman_precompile_plugin with -a so the cache isn't built. Since -a also does the DB migration and there's a comment in the spec that that needs to be in %posttrans, it looks like this was intentional change. Should the precompile macro be modified to split db actions and apipie cache?

Note the DB migration is only on a devel DB so that might be OK. It also looks like the SCAPtimony dependency was removed so I'd first try to add -a to the precompile and see if that can build.
