Description of problem: We were trying to create LDAP auth source under Adminster -> LDAP authentication. While creating LDAP auth source without providing server field, it shows server filed can't be blank. But at the same time, Test Connection button, which was present earlier, disappears.

Steps to Reproduce:
1. Navigate to Administer -> LDAP authentication
2. Attempt to create ldap auth source without server field
3. Click on submit

Actual results: Test Connection button disappears.

Expected results: Test Connection Button should not be disappear.
