Description

Cloned from https://bugzilla.redhat.com/show_bug.cgi?id=1390804

Description of problem:
Attached video explain the issue clearly and how to reproduce it.

admin user - user1_adm, user2_adm <<-- ldap users with admin role

a)
--Current Issue--
Login into satellite with user1_adm.
From any context, whenever new host is provisioned in satellite server, user1_adm is automatically added to default_loc/default_org. This is not correct.

Adminster>User>select user>select location and organization

--Expected result--
Default location and default organization should not be set automatically for user1_adm. User (user1_adm) should have control to select its own location and organization via

Adminster>User>select user>select location and organization

b)
--Current user--
user1_adm can not be listed in other hosts (hosts are part of default location/default org)

Hosts>All Hosts>select any host>Edit>Additional Information>Owned by (User1_adm not listed).

--Expected result--
From (a), once default_location/default_organization is manually selected for user1_adm, this user should be listed for other hosts in

Hosts>All Hosts>select any host>Edit>Additional Information>Owned by

How reproducible:
