Content type selector on Red Hat Repos page is empty

Description of problem: The content type filter selection drop down on the Red Hat Repos page is empty
Version-Release number of selected component (if applicable): 6.4.0, running a devel instances via "centos7-devel"
How reproducible: Always
Steps to Reproduce:
1. Provision vagrant box via "vagrant up centos7-devel"
2. Upload manifest
3. Go to Red Hat Repos page
4. Click the selection box to the right of the search bar.
Actual results: No options listed
Expected results: Options for content type (RPM, ISO, etc) listed
Additional info: Attached screen shot and foreman debug
