If we extract it to a separate gem we could also leverage this in foreman-proxy

It's worth noting that a lot of this is changing for Puppet 4 (some of which is in 3.5 and 3.6), particularly environment and module enumeration. I'm unsure if there is anything yet for Puppet class and parameter parsing, but am pretty sure there will be - so worth bearing in mind for the future.
