Improve resource lists for host creation in taxonomies

Description
As per https://github.com/theforeman/foreman/pull/1105/files#r9750682, we found that the CLI could be confusing when comparing resource lists (e.g. "hammer domain list") versus host creation.
The resource lists show resources both up and down the tree from your current taxonomy, while the new host creation will only work with resources up from the taxonomy selected. This disjoint could prove confusing for a user who can see resources in leaf taxonomies, but is creating a host in a middle or parent taxonomy.
