Default Capsule: update capsule locations when user adds/removes locations to the puppet environment
Description
When a puppet environment is created as part of publishing or promoting a content view, the locations for that puppet environment will be set to the locations associated with any capsules that are currently registered to receive content for the target lifecycle environment. For any changes to the capsule locations after that process completes, we should also update the puppet environment locations appropriately.
