Allow subscription-manager to control all repo files, not just redhat.repo

Description

Since katello can sync all repos, not just redhat ones, it would be nice to have the option to prevent anyone from creating repo files not created from katello.

This would mean that when subscription-manager ran, it would delete all repo files it it is not controlling.

Ideally something like a whitelist/blacklist functionality would be even more helpful.
