Description

When a capsule-install is performed that only includes the "pulp" content, a foreman smart-proxy is not installed or configured.

This appears to be due to a lack of inclusion in the Katello puppet-capsule module here https://github.com/Katello/puppet-capsule/blob/master/manifests/init.pp#L262

Bug can be duplicated by running "capsule-install" with the parameters "--puppet false --puppetca false --pulp true"
