Repo create should use Registries defined in Foreman Docker

Description

On repository creation when a content type of Docker is selected we right now have a "registry url" field. We expect the user to copy paste the registry url. A better way would be to have the user create a new Registry in the registries page and provide a drop down (check out the attached screen shot.)

Difficult part here would be to make sure that if the registry url is updated, all the repos have point to that have to get updated.
