closedReport enabled repositories for a registered system without having to install the katello-agent
Description
Currently, in order to calculate errata, the content host must be running katello-agent which means that for our UI/API/CLI views of applicable errata, only those systems running katello-agent are covered. Since, not all hosts must run katello-agent to register and be managed, this presents a caveat to the data users are seeing that they may or may not be aware of. Further, it adds steps to the workflow that shouldn't be necessary to manage errata and content hosts. One idea would be to have having subscription-manager and/or yum send up the enabled repositories. This could manifest as a yum-plugin or a feature request to subscription-manager; however, I am filing it here since it's connected with a major Katello feature.
