Create an API by which katello plugins can add content types to katello

Description

It would be nice to be able to separate content types like Docker out into plugins and then allow users to optionally install them. One example would be katello_docker. This would mean that the API/UI/CLI would dynamically show extra info based on what content types are available in the application.
