salt key doesn't get deleted when the machine is getting rebuild

Description

Hello,

I was trying to rebuild a machine and the new salt key got rejected with the following error in foreman:

- [W] Unable to accept key for MASKED HOSTNAME: ERF42-8092 [Foreman::Exception]: unable to re-accept an accepted key

and on salt master I have the old key in accepted and the new key in denied with the following error :

-[ ERROR ][XXXX] Authentication attempt from MASKED HOSTNAME failed, the public keys did not match. This may be an attempt to compromise the Salt cluster.

so foreman did not delete the old key before the rebuild of the machine.

I am using foreman 1.10.0
