Description of problem:
Timezone of recurring logic should be determined from the user's preferences

How reproducible:

Steps to Reproduce:
1. configure the user's timezone to be different than the one of the main server
2. run a remote execution job with recurring logic
3. see the recurring logic details

Actual results:
the next occurrence time is calculated relatively to the time of the satellite server

Expected results:
the next occurrence time is calculated relat9ively to the user's preferences timezone
