Description of problem:
The level of folders in the ESX cluster is 3 levels deep. On provisioning
selecting the location for the new VM, the folder list in "Folder" for the 3rd
level is incomplete:

Actual levels on ESX:
Level 1
\-> Level 2
\-> level 3
How reproducible:
Always
Steps to Reproduce:
1. Provision new host
2. Under the VM tab, open the Folder dropdown list
3.
Actual results:
The folder list is shown as:
Level 1 / Level 2
Level 2 / Level 3
Expected results:
The folder list to show:
Level 1 / Level 2
Level 1 / Level 2 / Level 3
