Description

When importing facts, orchestration is not skipped which causes the smart proxy to overload in larger environments (even though the lease file is not parsed on every request). All foreman passenger processes get blocked and the UI becomes unresponsive.

fixes #17041 - skips orchestration when importing facts

The orchestration callbacks only run if unless :skip_orchestration?,
however skip_orchestration? is not a method for Nic::Managed causing the
callbacks to always run, even if importing facts.
