Description

The content hosts bulk action menu should be changed to "Select Action" instead of "change host collection" (the first choice in the list).

The button itself should always be selectable but the choices should be disabled if no rows selected (so users can "discover" what actions are available). Perhaps when expanded the button text could give an indication of the number selected? The menu hides the selected count when open. Having some indication as to why the menu entries are not selectable would be good.

Fixes #18370: fix styling of katello dropdown buttons.

Instead of using the first item in the list of the actions as the button
use the phrase "Select Action" and don't disable the button when rows
are not selected.
