Needs better control over order in which the hammer modules are loaded

Description

The order in which the modules are loaded is given by order of names in cli.modules.d/.
When there are some modules configured in /etc/hammer it is not possible to add custom module (in $HOME/.hammer) that loads earlier.
It would be useful to have option to set dependences in module configuration
