How reproducible:
Search for packages and open the various trees
Steps to Reproduce:
1. Content search
2. Choose content repositories
3. Select repositories
4. Hover over the "Compare Selected" button

Fixes #10227: remove tipsy to fix tooltip issues, BZ 1213556.
There was a conflict between tipsy and bootstrap 3's tooltip
library which caused tooltips to be displayed incorrectly. This
commit fixes the issue by removing the tipsy library and its uses.
