Lookup keys used to be almost identical between smart class parameters and smart variables.
Now with the use_puppet_default fields on keys and variables in addition to the minor differences that already existed they are becoming too different to keep combined.
There are already a few changes that check is_param, smart_variable? and there are expected to be more.
