rendered kickstarts do not include ks url when content view is used
Description
Steps:
1. create a host and select: * content source * lifecycle environment * content view (that contains a ks tree) * operating system * arch
2. fill out other information needed for the host
3. render the provisioning template for the host
template will not contain any sort of url at all for the kickstart tree

I'm not sure how we handle this, the broken commit isn't slated to be in Foreman 1.9 GA, but rather 1.9.1, so we can't get the fix into 2.3.0 GA.
The only option would really to be to make sure Katello 2.3.1 is released concurrently with 1.9.1, however we have no formal agreement to synchronize releases. Foreman would have to guarantee they release 1.9.1 on Katello's schedule.
Or the relevant commit doesn't get added to 1.9.1 at all -- it's a plugin API change to move methods around like that in a patch release.
