Description of problem:

The "Sync Overview" widget contains nothing but a spinner.

How reproducible:

Steps to Reproduce:
1. Assure some content has been synced in the past for an org, but assure that nothing is actually syncing at the moment.
2. Go to Content Dashboard
3. Look at "Sync Overview" widget.

Actual results:

Permanent spinner; no content

Expected results:

Widget works. Also, we probably shouldn't be passing an ISE as an informational error in the logs (see below)

Additional info:

• All server statuses (`katello-service status`) seem to be ok.
