Add taxonomy to discovery rules

Description

We need to be able to assign taxonomy (org/loc) via rules. Currently rules only have taxonomy (and we enforce that the taxonomy is valid for a given hostgroup), but we want to set default org/loc for hosts provisioned via the rule. And we need to enforce that the taxonomy is valid similarly we do for rule taxonomy itself.

As part of this task, make sure we have complete documentation for taxonomy: manual provisioning, rules provisioning, global settings, per-subnet organization.
