Changing the URL of a repo doesn't seem to make a difference

Description

When Katello 2.3 was released, I updated the URL I was syncing the katello client from. It was originally :

https://fedorapeople.org/groups/katello/releases/yum/2.2/client/RHEL/6/x86_64/

And I changed it to :

https://fedorapeople.org/groups/katello/releases/yum/2.3/client/RHEL/6/x86_64/

After several syncs later, though, the new packages from the 2.3 repo are not present. Creating a new repo with the new URL does result in the new packages being synced to the new repo. But they continue to be absent from the original repo.
