modifying content view filter twice in UI does not persist change

Description

1. Edit a CV filter of type errata by date.
2. Change the errata type checkboxes and then save button (note success message). Dismiss the success message but do not leave page. This save does in fact succeed.
3. Now change the checkboxes again and then save button (note no success message). This save does not succeed which can be verified by returning to filters list and then back to this filter.
