Description
Pulp has a utf-8 bug that is only seen in python 2.6. This stopped the syncing of the updates repos in August at some point. There are two pulp PRs to fix these issues:

Once these are incorporated into pulp, we should update the version of pulp they are using. My understanding is these should go into a release of 2.6.5 of pulp and make it into 2.7.

These are available in Pulp 2.8 which will go out with Katello 3.0.
