Description

Those Packages have been automatically installed by older Katello Versions (like 2.0 or 2.1) as part of Foreman 1.6 & 1.7, but they are no longer existing in higher versions of Foreman Repo.
This is now the reason why you get the "not found" Dependency issues from an UPG to 2.4rc2. More details under https://groups.google.com/forum/#!topic/foreman-users/mypUF5FHJCc

Yes, they can be safely removed.
As you say, we shipped them for a while but changed how Fog was packaged and removed them again.
