katello-disconnected doesn't validate repoids

Description

When running katello-disconnected enable/disable -r <repoids>, repoids aren't validated and therefore fail silently.

This is annoying and sometimes hard to work out you've just missed off a single character in a repoid when enabling lots of repos.
