Remove the entire concept of "Job Names" - invocation tied to template only

Description
Job Templates should only have a "Template Name" and not a "Job Name." This would no longer be necessary if we don't have multi-provider execution support per

- Related to Refactor #12810: On Job Invocation page, use select drop-down for template selection instead of radio buttons added
