Allow ability to disable the generation of metadata after publish when not using capsules

Description
The generate metadata task takes a long time and uses up all my pulp workers for hours. Since I am not using pulp capsules, I don't need this function. It would be great to have the option to disable it.
- Translation missing: en.field_release set to 113
- Status changed from New to Duplicate
- Translation missing: en.field_release changed from 113 to 86
I wasn't sure if this would make the next release but it has. This was resolved as part of this feature: http://projects.theforeman.org/issues/13186
Node metadata is not generated at all in the next katello release. YAY!
