Description

As a user, I expect at capsule sync time for repositories to be created or updated on the pulp server that are able to sync from the satellite
-Created repositories should have their feed url point to the katello server's corresponding repo URL
-Created repositories will need to have the UBER cert used for cert auth(for each repository)
