content host 'host collection add' page does not properly display errors

Description

1. register 2 content hosts
2. create a host collection with limit of 1 add 1 content host
3. Navigate to Content hosts > click the 2nd content host > host colletions > Add
4. Try to add the 2nd content host

Validation fails, ISE is returned, no error is displayed
