Description

To allow users to use katello's pulp repos as a 'puppet forge', we should expose a couple options:

a) On content view puppet environments provide a way to toggle http publishing of the content view puppet environment
b) On both library puppet repos and content view puppet environments provide a way of turning off protection. (this might be useful on any non-redhat repo)
