All summary emails sent to a user that only has filters set via Organization or Location are not filtered by that access. I switched to using a single Role, and setting just Org/Loc because setting roles caused other access issues. (#10819, and #8817) and it seems to work fine, but when trying out the new email options it does not apply filters and sent information on all hosts in the puppet summary emails.
