Looking at my answers file, it looks like both katello_devel::user and foreman_proxy::user are 'dadavis'.

Looks like this only fails if I do a direct deployment (without using vagrant).

Looks like a vagrant deployment has vagrant for katello_devel::user and foreman-proxy for foreman_proxy::user
