katello-installer --reset fails with un-migrated pulp database

Description

most likely with the 2.0 change, using --reset on the installer no longer works. The install will fail with a db:seed error and pulp will complain in /var/log/messages that the db is not migrated. IF you examine the logs close enough sure enough katello-installer did not migrate the db
