As part of supporting docker v2, we need to enhance the content view publishing and promotion to support docker manifests. Along with this, we no longer need to support docker images, which are only supported in docker v1.
This issue is to update the backend (e.g. models/controllers/actions) to support this (i.e. docker v2).
