The templating logic stored in https://github.com/Katello/puppet-katello/blob/master/templates/pulp.conf.erb is duplicated in https://github.com/Katello/puppet-katello_devel/blob/master/templates/pulp.conf.erb and https://github.com/Katello/puppet-capsule/blob/master/templates/pulp.conf.erb . This implies every time pulp changes its apache conf as in https://github.com/pulp/pulp/pull/2395/files we need it changed in 3 files.

A better approach would be to centralize this in https://github.com/Katello/puppet-pulp and make katello/katello_devel and puppet-capsule use this.
