also reports of Downstream satellite customers: https://bugzilla.redhat.com/show_bug.cgi?id=1244704

While a pr i've opened should reduce the odds of this greatly, there is still a chance it could happen so a proper way to fully solve the problem would be:

Create some sort of queue (probably in the db)
Create a foreman tasks listener to check on the queue and process it, reducing duplication of host processing
