Description of problem:
Assigning organization and location by enabling "All Users" checkbox doesn't work as expected.

Steps to Reproduce:

1. Login to the Satellite UI.

2. Click on Administer --> Organizations --> Edit --> Users --> Check (All Users) --> Submit

3. Click on Administer --> Locations --> Edit --> Users --> Check (All Users) --> Submit

4. Now Click on Administer --> Users under the respective organization to see the organization and location mappings. They are not assigned to any of the users.

Actual results:

Organization and location mappings are not assigned to the user accounts.

Expected results:

Organization and location mappings should match the user accounts.
