See #14786 for error case

When the validation failed for creating the repo from UI, there was no indication of error (no dialog or message). Had to investigate js console to see reason.

I am no longer seeing this issue on master; therefore, I am going to close it. If you do still see the issue, please provide some specific examples of the inputs that generated the failure.
