"katello kickstart default finish" template has remote_execution_ssh_keys snippet w/in if/end puppet_enabled block

Description
If puppet_enabled is false the REX ssh keys will not be set up.
To reproduce, provision w/o puppet_enabled
- Bugzilla link set to 1332197
- Status changed from New to Ready For Testing
- Assignee set to Stephen Benjamin
- Pull request https://github.com/Katello/katello/pull/6008 added
- Status changed from Ready For Testing to Closed
PR Bot missed this somehow. PR was merged.
The katello repo is not added to this project so the revision was not linked. I don't think we should add the repo here, I'd say this ticket should be rather moved to Katello project. At least to track correct release version.
