Extract dynflow from smart-proxy-dynflow

Description
Since dynflow cannot run on ruby 1.8.7 and smart proxy isn't in SCLs for older RHELs. The idea is to package only the extracted part for SCLs which would run as separate process and proxy the requests from smart proxy to this extracted part
