Bug #15195
Provide fdi.dhcp_timeout kernel option and increase default value to 300 seconds

Description
By default, NM spawns DHCP client with 45 seconds timeout. Unfortunately, this is hardcoded into NetworkManager until version 1.2, but there is a RFE to backport this into RHEL 7.3 (https://bugzilla.redhat.com/show_bug.cgi?id=1262922).
Let's add the option already so the next release will work fine on slow hardware.
