Description of problem:
[ALL LANG] All contents are unlocalized in Hosts -> Host Collections.

Version-Release number of selected component (if applicable):
Satellite 6.2.0 GA Snap 12.0

How reproducible:
100%

Steps to Reproduce:
1. Access Satellite login page with target locale.
2. Click Hosts -> Host Collections.
3. Click on any name from the list.
4. Click New Host Collection button.

Actual results:
[ALL LANG] All contents are unlocalized in Hosts -> Host Collections.

Expected results:
They should be localized.
